An eye for an eyes was a way to limit the sin of Wrath.

A man was wronged. He becomes angry. What does he do to the person who wronged him? In wrath, he may have gone overboard. An eye for an eye was a principle of justice limiting retribution, and expectations of justice. Justice should be equitable.

There is a difference between how the Justice System enforces law, and how we should conduct ourselves with our neighbors in interpersonal relationships. That is what Jesus was relating in the Sermon on the Mount.
